An illegal order is one that violates the Constitution, U.S. law, or military regulations, or directs a service member to commit a crime.

Yes, they are supposed to know. You're taught it in basic training. You are responsible for every order you follow.
And each individual can decide, all by his/her self, to follow an order or not & this is fine? (Hint: no it is not)
