Paul is fighting for nothing, because there's no chance of his bill being passed. At least if he agreed to pass Kennedy's bill, then congressmen would have more incentive to avoid shutdowns since they're not getting paid, but saying "actually we can just pay everyone and never have shutdowns" is not realistic.
My cousin works for the TSA, and even though they still expect him to come into work, he hasn't been paid a cent during this shutdown.
