I'd say arrest the executives and hiring managers of the companies who hired those 7200 truck drivers. Then the problem is solved overnight because every single other illegal driver will be fired by Monday.

The big hurdle is going to be cutting out the middle man in critical industry. It makes no sense for the wholesaler to be making the most profit in a supply chain.
