Are you telling that the same people handling federal services can't budget properly so one missed paycheck puts them in food kitchens and the foresight to see the shutdown happening when Dems have been signalling for MONTHS to do it?

Everyone needs an emergency fund. Ideally, you should have six months worth of expenses in your e-fund, or $1000 minimum if you're getting started. If you don't have an emergency fund, you're wrong.
