Well put, but I've got an issue with line. You jumped from information to facts. Information will be worthless and disposable, but most of it won't be facts. Discerning fact will become very difficult and that leads down two possible roads:
Discernable facts will become quite valuable
Discernable facts will not be worth the trouble and become worthless
And while I'd like to think #1 is preferable, it's going to be used as a powerful tool for social control. That environment just begs for a Ministry of Truth Facts.

The State will determine which AI videos are fake and which "facts" are "true".
They will use this to do exactly as you say -- enact more oppressive social control.
State detractors can be placed in doctored videos and the COAIF can determine that those doctored videos are the "truth" to smear their name.
