Unfortunately her statement will embolden other terrorists who might not chicken out. She probably wishes he had been shot so she could give a lenient sentence for that too.
It's been a while, but didn't he call the cops on himself and asked them to arrest him because he doubted his own self control but had enough morals to know that killing someone was wrong? No, I could understand leniency in a case like that.

Directly threatening a Supreme Court justice and showing up outside his house with a gun should be a life sentence at the very least.
