Wasn't an old guy drawing aggro so the shooter could get away? If there wasn't a conspiracy, it's only because you're in a Niihau incident scenario where you can recruit accomplices on the fly as easily as finding day workers at a Home Depot car park.
There was another local guy who did a TV spot where he explained that the old guy who immediately took credit was a well known local nutjob. It's not impossible that he was in on the group chat but it's more likely he wasn't connected. The guy who was carrying the pellet gun was definitely an intentional decoy though.
