No idea, could be something seriously flawed with the dev kits that can't be quickly fixed since making new games would take at least a year or two, even just porting would take months. Instead of waiting a year or two doing nothing, they might as well make something for switch 1 in the mean time
There are around 25x more Switches out there than Switch 2 right now. Could just be a matter of Nintendo forcing developers to make games that they can sell to 100% of the install base instead of games that only run decently for ~4% of potential players. Then rely on a couple of big first-party titles to push the Switch 2 into more hands before opening it up to more devs?

Yeah, sounds like an anti-emulation attempt. I can't imagine any other reason why they'd limit releases on their new platform.

If more games are made for switch 1, then more sales are lost since emulation and piracy are already well established
