If communication devices can share the internet then a lot of the damage from these locked-down cell radios can be routed around, and no cellphones having any internet sharing capability will be really hard to enforce.
I think a few people already have. Back in 2004, or maybe 05, I saw a lady on a plane that had a voice modem of some kind hooked to a battery on one side and an actual land line phone on the other. All inside a handbag.
She said that a rechargable power brick is all that was needed to make calls to anywhere no matter where she was. And to prove it, she let me use the phone.
