They live in the artic. It doesn't even make sense why they are brown in the cartoons. Hell it would actuallly make more sense for the fire nation to be brown, but then that would make brown people the villains.
The Eskimos in real life are one of the few arctic tribal people and they are all pretty brown/red like all Native Indians are, and were the basis for all of those in the show.
The same way the Fire people were roughly North/East Asians and the Air were SEAsian types. Which is why casting a Vietnamese into the Fire Nation is retarded on a whole different level beyond how ugly she looks.
Tribesmen from cold regions tend to be light brown. It has to do with reflected solar radiation from the snow. The same thing happens for high latitude people in the Andes.
