The rent prices in NY are due to supply and demand plus an expectations bubble, inflated further by the sheer amount of foreign capital put in real estate as store of value.
People are free to move further upstate, but then they'd have to interact with those icky rural folks and far away from le heckin' hustle and bustle of le Big City™.
More money changes hands in NYC than almost anywhere else. If you're into money, it's the place to be, but you need people to do menial labor, so you afford some communism like rent controls into the system, so they can support your lifestyle.
It's a functional problem not an issue of style.
Oh, they do want to afford some communism. The one where those doing the menial labour are reduced to Dubai drones or worse.
