I was fighting with it being a bald Jon Snow from Planetary due to the art style but the green eyes made me think of Lex in front of Klaus (Who apparently has blue eyes).
Yeah, that was from an issue where Steve Dillon didn't draw it, so that's why it's not apparent. There was a whole volume of prequel issues that gave backstories for the characters, this was was from Starr's initiation into the Grail. He was a member of a German security force, Islamic terrorists hijacked a plane, Starr's team neutralized the threat, but the one hostage casualty was a little girl who took a stray round. Starr held the dead girl and lamented her death. Starr's handler thought his reaction here was him showing his humanity, and it was only after he rose through the ranks did he rebuke this. "She could have been a productive contributor to society, but she died to random happenstance. To create a perfect world where such chaos doesn't happen, I'd sacrifice a million little girls like her to achieve it".
It's been around two decades since I last read them but I was always curious as to Starr's phenotype matching up against Hitler's.
Saw the AMC show, I thought it was pretty good considering the amount of stuff the comics covered. Not enough Arseface for my liking, but then there wasn't enough Jack Frost in The Invisibles comics either. Spin-off characters from main arcs are always the most interesting ones for me :)

That was an interesting show.. i remember watching the segment where herr starr was being recruited. Got me kinda hooked.
