There isn't a set list of rules (i.e. the law) that anyone can read and follow, and if necessary dispute in an impartial court of law. No, they'd prefer to leave it open-ended so a panel of bureaucrats can make arbitrary decisions at any time.

Like the time everyone had to stay at home due to a pandemic. But BLM riots were OK - they refused to do contact tracing linked to the riots because they knew how to work the communist bureaucracy
