There is something to be said about individual states acting above their stations in terms of international politics. In fact, its literally restricted from being allowed by the Constitution itself (Article 1, Section 10) in a lot of ways, but California and New York have flaunted that for so long that enforcing it now is hypocritical.
Why should the government allow states to degrade international relations?
I think it might be stupid for a state to explicitly boycott any funding by another country too. This is kind of a constitutional problem.

Remember when Gavin Newsom invited Xi Jinping to California? That open sewer known as San Francisco got cleaned up quick.
This may have been a legitimate point if it were an across the board policy, not one about one country.
