It's a systemic problem at this point. For most police departments covering up the elephant in the room has become their modus operandi. They don't need direct orders from above anymore.
There was another case in (I believe) Manchester, where there was not just a cover-up, but that they specifically let the offenders off the hook because they were Pakistanis.
Imagine being a ninth-class subject in the country that your ancestors built.
Isn't exclusive to the UK. You'll find cases like that in almost every single European country as well as the US, Canada, Australia and New Zealand. Some are worse than others but it's a general problem of 'the West'. Or perhaps you could even say it's a feature of 'the West'.
It may not be exclusive to the UK, but it's worst in the UK.
Of course, you never know if we don't know about the scandals because they are not there, or because they have not been brought to light. I'll just say that I'd be very surprised if any continental country, even Germany, refused to prosecute people because they are foreigners.
