Isn't exclusive to the UK. You'll find cases like that in almost every single European country as well as the US, Canada, Australia and New Zealand. Some are worse than others but it's a general problem of 'the West'. Or perhaps you could even say it's a feature of 'the West'.

Of course, you never know if we don't know about the scandals because they are not there, or because they have not been brought to light. I'll just say that I'd be very surprised if any continental country, even Germany, refused to prosecute people because they are foreigners.
