No. They're clones just like the Vorta and as such don't need sexual organs. The Founders were already shown as not bothering to give the Vorta very good eyesight because they didn't need it. So giving them, or the Jem'Hadar, sex organs would be a few steps beyond redundant at that stage.
Yeah they are fast growing genetic weapons. I'm trying to remember DS9 but I think the oldest was like 5 years old
