I haven’t read that bill but it would seem that dems are playing games here and this has more to do with the bill than it does with the proposed amendment.

That's not what the Republicans said. They use this tactic themselves, both in the majority and in the minority. Also, one of them actually voted in favor, which is a rarity on the Rule Committee.
Democrats should offer an Epstein amendment to every single bill that comes to the floor. Of course, they won't because they're complicit themselves.
