If you bomb any nuclear facility, even with conventional bombs, it's just like detonating a dirty bomb, spreading radioactive material everywhere. No shit people would evacuate the area. Do you expect people to stay next to a nuclear power plant that's about to get bombed?

A nuclear power station is entirely above ground, entirely different situation, and a LOT less materials than was likely at Fordow. It would be ugly, but a tiny fraction of the scale a "dirty bomb" airburst would be.
