The commandant they had testify wasn't in charge at the beginning of the gas chamber's operation. He was one of the site commanders, and also had the responsibilities of the rest of the camp. His sole job wasn't keeping track of one and only one number. That was his best guess for the operation of the entire facility's life time. Real world maintenance and repair, delays in population replacement, and transfer to other facilities reduced the numbers down to the 1.1 million that we've collected from physical evidence and train manifests.
