It was always, dare I say, retarded, that they said the word "retarded" was a no-no word. It was always used against everyone but the actually mentally retarded people. You don't call actual retards retarded; they can't help it, and are often actually nice people.

"Euphemism treadmill" is the term you're looking for. They need to come up with a new clinical term once the old one becomes an insult, which it does every time.
