"Euphemism treadmill" is the term you're looking for. They need to come up with a new clinical term once the old one becomes an insult, which it does every time.
I think the push to power the treadmill also comes from the other side: Once a word becomes mainstream, then there has to be a new one for people to virtue signal how sensitive and woke they are. Then that implicitly means the old word is bad and it transforms into an insult.
