Then the English friends are posting about how Afghanistan being a terrible place and sending people back is a terrible thing. Meanwhile South Africa is a great place and no evil horrible thing is happening.

Unfortunately, I think that's a generation or more out of use. They have successfully converted it to mean "low IQ, low income whites" and use it interchangeably with Southerner (leading to people talking about being Southerners in Minnesota to refer to be white trash).
So they are saying "these guys look like retarded inbred losers!" in what is considered acceptable terms for the Leftie discourse.
Which considering how normal these guys all look, says more about what they think of Whites as a whole.
The term 'Redneck' was first put to paper by a female journalist(surprise!) as a classist insult because she wasn't one of those low-brow other people, no sir. She was better. (She was totally a fucking redneck who married into money.)
Rednecks, not giving a fuck(as far back as the 1800s while this was going about), took the term and ran with it.
It's still used as a classist insult today.
Fun aside, the term redneck actually pre-dates hillbilly, near as I can tell.

Redneck, and white trash, are the only ones with general enough meanings that they are usually accurate subjectively, but they will happily throw in shit like hillbilly about someone from a fucking swamp.
