Considering you're using wartime production numbers to determine the pre-war numbers of tanks I don't think there is much point in discussing this topic with you. But just to enlighten you. At the beginning of the war the Soviet Union already had more than 20.000 tanks and lost over 20.000 till the end of the year.

3k were T34s and KVs. So almost as many as Germany had in total during the beginning of the invasion.
And those T34s were used almost exclusively at the Finnish war until operation Barbarossa was enacted and they got moved south. In the invasion of Poland the tanks used were the shitty T-26s, they were so bad hundreds of them became inoperable during the invasion from mechanical failure. If we want to play pretend that volume equals victory in WW2 then at least make a decent argument.
And how is the total war production relevant to pre-war numbers?
Maybe because WW2 was the greatest leap in technological innovation from all fronts. Are we pretending WW1 tanks like the T-26 are even comparable to a panzer 1 let alone a panzer 4?
