There are solutions. When they riot, send the cops in to actually put the riots down.
Why would leftist cops and mayors do that when they have a captive population? They will watch cities burn and blame Trump just like in 2020.
Heck, in Seattle, the mayor, governor and various other politicians led some of the riots against each other.

("love" meaning taking over multiple city blocks, patrolling with assault rifles, intimidating local business owners, and ultimately murdering a teenager who you mistook for someone else)
Then send the military in.
One of the reasons why I moved to Florida is how the police responded to rioters. It was so much better than what happened in Seattle I wanted to move
