The fact that he has a Dunkin donuts means there's some money nearby. It doesn't show up in the harder neighborhoods.
Maybe it's on the border, like a DMZ between the inner city and the tourist areas
The area between the servants and the upper middle class would make sense. They tend to be really close to each other and a single street separates them.
It may have been a better neighborhood 10-odd years ago? Hoodcreep is real!
