It's proving difficult to actually find any information about other countries' tariffs right now, but if the tweet is correct then they are correct to complain: Trump is within his rights to threaten retaliatory tariffs on countries that tariff American exports, but if they remove their tariffs then your retaliatory tariff should also be 0%.
It's a rabbit hole. The retaliatory tariffs are based on tariffs, their VAT, currency manipulation, other trade barriers, etc. not just straight tariffs.
Edit: I stand corrected. Someone reverse engineered the tariff formula and found it's just (imports - exports) / imports. Ex: If a country imports X from the US and exports 2X to the US, the admin is claiming that country charges the US a 50% tariff. Any trade deficit is being considered a "tariff charged to the USA." With maybe an artificial 10% floor?
I don’t think it’s just based on their hard number tariffs. They could easily find multiple ways to just reject American goods by saying they don’t meet regulations etc etc

Next they need to remove AIPAC. If that works, we can follow it up by tariffng the various raghead countries until they shut down CAIR.
That's doable. Prove that AIPAC worked with hamas and you can sic the military on 'em.

Trump needs to nip that in the bud too
