It's a rabbit hole. The retaliatory tariffs are based on tariffs, their VAT, currency manipulation, other trade barriers, etc. not just straight tariffs.
Edit: I stand corrected. Someone reverse engineered the tariff formula and found it's just (imports - exports) / imports. Ex: If a country imports X from the US and exports 2X to the US, the admin is claiming that country charges the US a 50% tariff. Any trade deficit is being considered a "tariff charged to the USA." With maybe an artificial 10% floor?
