I run three adblocks. It's not an ad, it's an element within the site like the "subscriptions" column.
Adblocks only work on third-part ads. This is YouTube integrating this into their UI itself.

You should be able to block the element with uBlock Origin. There's a point and click element picker that can be useful, and if not they have a good community that should be able to help you with a custom filter. I browse with dozens of UBO filters that I've built up over the last 7-8 years, and almost all of them block shit like this on YouTube to keep the site somewhat useable.

I don't think I've seen ads for last... 7 years in youtube by using brave browser. Or use private browser to watch youtube with ad block.
Yeah it's a charity thing. I've seen it a couple of times when certain channels or groups of channels would decide to fund raise for something. Not on every video though, just theirs.
Interesting. I know YouTube does "rolling" features, so not everyone will experience the same things. It finally went away.
