They removed 3 million last week and I had the same question, but my guess is now that they've removed another 7 million, that there's a process behind the scenes each "persons" file has to go through before it can be marked removed, which is why they aren't just removing them all in one fell swoop. Cross referencing other databases with the names, stopping checks, who knows what else.

It could be a contract that is for a deceased person, but someone is legally being paid from it.
