IQ potential is 100% based on genetics. Actualization is probably mush trickier. We know how a child is raised has a massive affect on their intellectual capacity later in life. Note this isn't just about making sure our geniuses are functional, but out midwits and retards too.
So the IQ drop must, by statistical laws, involve the importation of low IQ foreigners, I'm pretty concerned there is more going on.
Nutritional standards are also probably one of the leading causes on the nurture side. Our bodies need a lot of specific things to fully grow and realize their full potentials, and instead most Americans are drowning it in empty belly fillers and active detriments even when they aren't obese.
We could probably raise the average IQ a few points by just making fish a more common dietary staple across most of the non-coastal areas.

That's a start, but interaction is huge too. Decades ago one might have pointed out that talking/reading to a child was critical, broader social interaction as well. So in 1950 a child of middling parents might have been talked to regularly, taken to market, sung in church, and walked around town. Today the child of a middling parent might see nothing more than a tablet for days at a time. I say this as an oldster that sees young adults afraid to make a phone call and unable to work a word processor. They're great utilizing current tech product though.

This all ended because of the extreme paranoia of child predators and dangers that became common place around the 70s-90s. Children used to be trusted to just go out into the world and live at a very young age, but now need to be kept inside where its safe. And because they are still children, the tablets are used to pacify them from becoming unbearable.
The reasonings for this paranoia are at least partly media fear mongering and hugely the Civil Rights movement shoving impulsive, aggressive apes into every school and neighborhood with massive legal protections if you contested it.
Not to mention in the 50s a lot of parents had someone home at all times to take care of the child (mother, grandparents, the large amount of siblings), whereas now they are lucky if they can do a fraction of that interaction during the short period they have after work, during which they are usually exhausted from said job and doing a poor effort at it.
This is my soapbox rant to say that letting Women and Blacks have rights is one of the reasons why Millenials ended up sucking so hard and the problem with thier children is only getting worse.
It doesn't help that big sugar/agriculture and their butt buddies in the vegan industry push ultra processed shit while telling everyone that meat and red meat in particular is the real problem. It also tanks male testosterone levels.
I'd also factor in information overload in relation to how increasingly fast paced society keeps getting. Which isn't very straightforward to avoid as it maybe was in previous decades. Still technically doable, just not quite as easy or simple as it used to be.
Genetics is scientism's Achilles heel. You can absolutely determine some of a person's innate characteristics simply from their DNA. For example, if you don't have a specific rare genetic sequence which contributes to more efficient processing of oxygen, you will virtually always lose a running race against someone (of comparable fitness), who does have it.
its not quite 100%, there is some knowledge of maths involved in IQ tests, I remember when I was taking one when i was a kid there was prime number sequences and that kind of stuff, i dont care if you are a genius if you have no idea what a prime number is you arnt going to figure it out in the time it takes to do an IQ test(i was like 5)
also chinese people do well on IQ tests because IQ tests mainly test mathmatic ability and the chinese number system is just better than the arabic one, it makes maths easier, so it makes IQ tests easier
