And in the real world every nation on the planet would be clamouring to claim him for their own if that were the case, as Irredeemable sort of did when several different nations were stumbling over themselves to try and appease the Superman character of that story. Sure he was a mass murdering psychopath so it was all being done to try and placate him, but it's still far more likely a situation when the concept of owning the most powerful being on the planet comes up.

he'd be a refugee with no planet to return to, thus stateless, and granted citizenship by the country that accepted him
