Probably cause they need something to hold onto the license and the last fantastic beast movie was utter shit
On the one hand, yes.
On the other hand, books might be better as tv show seasons because trying to fit everything into 2 hours of film often means cutting stuff.
On the third alien tentacle, if the original pitch had been for a tv show it probably wouldn't have happened as one of the main things carrying this project will be the success of the films and more recent tv show adaptations rather than movies back then.
