I hate how people always attach "phobia" to behaviors deemed bad. A phobia is an irrational fear of something. There is nothing irrational about not wanting outsiders raping your children.
It's because stupid western education has associated phobias as being bad when it's perfectly reasonable to have them in context.
Like being an arachnophobic can be silly depending on location but I fully understood why Australia banned that one episode of a children's cartoon saying spiders are friendly.
Xenophobia is perfectly reasonable for rural and island nations when outsider's visiting never brought good intentions. It's the actions from the mistrust that matters like extremely strict visas and easy deporting makes sense, glassing an entire country to stop said immigrants might be taking it too far..
Which works with basically every social type phobia as a definition. Might even be underselling it as by the time you reach xeno/homo/whatever-phobic you are well beyond just being adverse to.

'Phobia' should mean 'an aversion to'. A hydrophobic material isn't afraid of water, it repels it.
