We're pretty close already (and I, who hate most western voice acting would argue we're already there) to the AI being able to use the input from the Japanese Seiyu and the text of the new English line to do a better job.
Most ethical issues evaporate, and I believe many people would find it preferable, if some of the money that would have been used to hire English voice actors instead went to the original Japanese cast in exchange for the use of their voice's likeness.
The Japanese industry is very different, and they just do a better job and avoid the ego trips so common on this side of the Pacific.
I never cared to have English dubs for Japanese games and cartoons. English isn't my first language anyway and it's easier to read the French or English subs.

EDIT: Oh, also, the english dub was already scrapped because the devs couldn't afford it at the time. The refusal is happening because they can afford it now, since they apparently made a lot more money with going down the major fanservice route.
English dub VAs and scanlator groups who hold a manga hostage until somebody starts MTLing it and then suddenly release 3 chapters in a week both deserve to be replaced by machines and algorithms.
People already barely tolerate English VAs to begin with. I'd wager that a solid portion of players would pick JP voice everytime if games offered it everytime, and another chunk wouldn't mind it if it was the only option anyway.
Like, dubs across the board have so little actual power among the consumers they are meant to be sold to its laughable they ever stopped shaking in terror of being jobless.

Localizers can die in a fire. I find fansubs far superior anyway.... now if only we can get those into games....
