Saudi Arabia IS a third world country to anyone who has been there, having the money to buy modern technology from other countries for a select few is not the same as developing it yourself.
The Saudis know better than to tear apart irrigation lines and sell it for scrap. The same can't be said of Africans.
Some Sheikh said it best, and I paraphrase: "My grandpa rode a camel. I drive a Mercedes. My grandsons will ride a camel."
