They are probably just using weasel words and definitions to dance around using denotations instead of connotations. That's how these things always go.
They pretty much said it was always intended to be that way and the pre-patched outfits were a beta model. Kinda like Capcom did with SFV Juri

We are living in a post-profit world.
Companies show value from stock prices and assets (like IPs), NOT revenue. The stock market is a suicide cult at this point. Companies use all their assets to back loans and then use that cash to buyback stock and buy more IPs, which gives them more assets they can use to back even more loans. It just wrings every last drop of value out of the system before it all collapses.
Obviously this should be illegal and probably is but everyone is too dependant on the system to do anything about it. Nothing will fail until everyone fails.

We currently have very good bread despite the best efforts of some to include more dead bugs in it, and while the circuses suck, they're at least omnipresent.
Our economy is tied up in a thousand Enrons, it's insane.
The last century has shown that a mercurial/ cosmopolitan people, a people of merchants or money class, regardless of heritage, cannot be in charge of anything and need to be kept a close eye on by someone truly in charge.
Also, they need to be beaten on a frequent basis. Like today, today is Tuesday. Time for a beating.
On that note, if you haven't take a look at the mess the Escape from Tarkov devs got themselves into over the last couple days. They're either stupid or broke or (likely) both.
Seems pretty odd behavior. You gotta figure Sony slapped this shit on them at the last second and threatened to pull certification, while also forcing them to keep quiet about it.
All the more reason to release on PC.
I wonder if Shift Up can release the PC version ahead of schedule because of that. I highly doubt that was part of their agreement.
