Yeah I think going after her over selling dumpster stuff is a bit of a stretch because people throw away useful shit all the time that they can't do anything with believe it or not, the waste in society is real. Now if she was deliberately misrepresenting it as a 'used' item and simply fished it out of the bin as is without even cleaning it or fixing it in any way yeah that's fraud. However we don't really know the details on that one other than she's clearly weird and out of control.
Breaking into abandoned buildings? Legal grey area as well because nobody owns them, if it were private property though you could make the argument. The only actual criminal thing she's done is the graffiti billboards.
