Several states do. People forget that the States' have always been allowed to form their own militaries by both the 2nd Amendment and Article 1 of the constitution.

The Texas National Guard isn't the Texas Army, however. That is the Texas State Gaurd. These militaries are wholly administered, run, and led by the state government; and are not part of the US military; and can not be pulled into the US military in the event of an emergency.

Yes, you can have your own navy too.
