Everyone always wants someone else to make the first move. I get it though. I have children and the last thing I would ever want to do is jeopardize their safety. Once you have real skin in the game these decisions are hard to make.
You assume the feds aren't outright grooming retards into terrorists just to justify their annual budget. "Goaded" is putting it lightly.
"Groomed" would be a better word for it. It's like people forget that MK Ultra was very real.
