It's good to pull people over a lot for petty traffic offenses because 1) you catch lots of guys like this before they go on to commit more crimes and 2) constant psychotic traffic law enforcement is the only thing keeping US roads from looking like Calcutta.
All you have to do in order to get traffic crime to zero is allow (white) people to submit phone recordings as evidence. Provide a guide as to what exactly is needed (license number, framing etc) and drivers will police themselves.
I can't count the number of times I've reported people swerving over the middle line/into the ditch that never went anywhere because the police won't work with the public.
Alternatively, have more stringent testing for driver's licenses with the govt. (ideally, an independent town) having the balls to tell people that no, they don't have a right to regress towards the lowest common denominator.
Pass a law: Anyone who gains a driver's license, the agent who approved the license is co-liable for any vehicular crimes the license-holder does for... 5 years, let's say, unless they can prove in court that their evaluation was strict and honest.
Most illegal driving is willful not incompetence. They're just testing competency not giving the testees a psych evaluation. And there should be constant checks that their evaluations and strict and fair, not just after a crime has been committed.
I don't see the value of putting examiners through the ringer for the misfortune of examining someone who later turns out to be a criminal psycho.
