All you have to do in order to get traffic crime to zero is allow (white) people to submit phone recordings as evidence. Provide a guide as to what exactly is needed (license number, framing etc) and drivers will police themselves.

I can't count the number of times I've reported people swerving over the middle line/into the ditch that never went anywhere because the police won't work with the public.
