Most illegal driving is willful not incompetence. They're just testing competency not giving the testees a psych evaluation. And there should be constant checks that their evaluations and strict and fair, not just after a crime has been committed.

I don't see the value of putting examiners through the ringer for the misfortune of examining someone who later turns out to be a criminal psycho.
