I don't even think calls to violence should be suppressed.
However, if you say publicly that you are going to break the law, you should be charged. For example, if you say "I'm going to murder X", you should be charged with attempted murder.
Don't like it? Don't make threats.
Context matters though:
A 10 year screaming through the Mike that he'll kill you for stealing his kill in a game is nonsense to charge anything with
A politician providing locations of their opponents and telling their followers to harass and even physically obstruct them should be censured at least.
The stochastic terrorism argument is fascinating. On some level, the revelation that government officials have done heinous things worthy of violence is a call to violence.
