I totally get the Tropico reference.
In fact, in past versions (haven't played the latest one), you had to pay for educated migrants with an uptrending fee while the uneducated ones would just constantly show up on your dock with every cargo ship.

You think that's good, wait until you try to appease the Communists. You can't, and the more you try, they eventually revolt anyway.
I haven't gotten to Tropico, but I should. I think it's on Game Pass, at least a minimal version.
I did the balance the factions thing to some degree in CK3. But I don't know how similar that is.
I'd recommend Tropico 5, whereas the current version is 6.
Six got weird (I think they changed developers).
Tropico was always kitschy and absurd, but they went too far IMO with the latest version where there's a huge focus on stealing world wonders and airlifting them to be displayed on your island.
The editions up to that point were a comical-but-challenging dictator banana republic sim.
I haven't played CK3 to compare to. I'd recommend Tropico, at least to get a feel for it, it's a oddball city builder.
I was more referring to Tropico 3 (which I played the absolute shit out of), where I could hire very specific foreign workers, but I could craft an "college educated immigrants only" policy as well IIRC.

I mostly played 4 & 5.
5 has all immigrants as uneducated unless you mail order for them and pay the freight.
