I dunno, it could be one of the "learning step" worlds, not the end product ones, where it tries random things to see how it progresses.
The original treatment for The Matrix had humans being used not as batteries but as CPUs.
Perhaps the universe is a simulation run on our minds, and the operators (or some kind of overmind) are learning from our experiences.
