Redundancy in law starts to occur when existing laws aren't being properly enforced. And they aren't being properly enforced in Canada.
In fact, proper justice is actively being blocked with bail reform legislation that allows criminals back on the streets immediately to commit more crimes. Even handed justice is being stymied with tiered justice where minorities, like natives, get lighter sentences simply due to their race. Judges are required to take their ethnicity into account in sentencing, leading to overly short sentences for violent offenders that simply reoffend at the first opportunity.
Worse yet, hate speech and hate crime legislation impose harsher penalties on petty crimes (if they're crimes at all) further entrenching a tiered justice system that punishes the majority as the oppressor class and holds up the minority as the eternal victim class that needs endless empathy and protection.
Self defense laws might as well not exist at all, in Canada. The expectation to retreat in every instance, including in your own home, and the impossibly high bar of "appropriate force" makes legal self defense tantamount to "just lay down and die already." Criminals become the people we're told to feel sympathy for, and victims become the criminals.
Redundant laws won't work of course, since they simply won't be properly enforced either. Same as the old laws that didn't fit the new progressive paradigm. But the lack of enforcement is the reason people think new laws are required.
What's required is a change in culture. A change in the administrative class. A change in the political class. A change in the judicial class. It's all too infected with woke progressives, and for all their bluster over caring about the oppressed and the vulnerable, they absolutely don't care at all. And they care least of all about the most vulnerable. Unborn children. They celebrate their abortions as a fundamental right, so it's no surprise they don't wish to offer any extra legal protections for them.
Those extra legal protections are reserved for pregnant women that get called a slur or find themselves offended over some benign opinion. Lock those racist bigots up forever! And once they're in jail, let out all the other violent criminals, so they don't get influenced by any hateful bigotry.

Example: gun control. Gun laws are stricter than they've ever been in the history of this country, yet gun crime continues to rise. The response? More gun control. So they make guns harder to get. And gun crime continues to rise. And somehow, the response is, yet again, more gun control. Nothing ever gets solved because the new laws don't actually do anything, but people are single-minded sheep, so they just keep stacking redundant laws on top of one another, forever. "Surely," they think, "we're just one more gun control law away from fixing the world forever".
It's logical. If a woman can kill a baby and it's not a life, someone who flattens a pregnant woman with their car while texting didn't kill the baby, because it's not a life.
The way it is now is effectively just saying "women define what a life is".
Yeah. It may be psychopathic and anti-human, but it is internally consistent with their own views. They hate the unborn and enjoy watching them die. Simple as.
