Ugh, I really did not want to make this post because this comic is just that fucking bad. It's not just a retarded story, the art is horrific because the artist can't draw faces.
As is shown on the first actual page of the comic in what amounts to a jump-scare.

Don't worry though, everyone is alive, and being kept that way despite both of these actual Nazi twins having murdered plenty before. Can't be killing off those dangerous kids just because they are now unconscious and easy targets.

Black powers! ✊
First off, "black only" superpowers is not a novel comic concept. There's a 2016 comic named "Black", creative I know, by Kwanza Osajyefo which deals with that precise concept, and even a follow-up called "White" looking at the other side of the story. I haven't read either because I know the writer to be a typical racialist who can't do anything except turn every story into a shit analogue for stereotypical race points, ones that get criticised across the board but of course anyone who is black and joining in on those criticisms gets called out for stepping off the plantation.
Second, one of the recurring issues in X-Men has been that despite mutants being obviously distinct from humanity in terms of the powers that can manifest there are still three issues that arise.
Two baseline humans can produce a mutant. This is the easiest point because mutants had to emerge from somewhere in the first place.
A baseline human and mutant can produce both humans and mutants.
Two mutants can produce a baseline human. See Graydon Creed, human son of Sabretooth and Mystique.
Humans and mutants are still the same species, can reproduce, and create offspring that is one or the other. The concept used in both 'Black' and this Otherworld requires tying a genetic feature so much to a single racial phenotype [sorry non whites and blacks, you don't get any interest yet again] that the massive can of worms dealing with interracial offspring created would produce the largest purity spirals in existence.

And works at the clinic where testing is done for the X-Gene. I'm not 100% sure who that lineup is meant to be. Red skin is probably Feilong. The woman might be Moira McTaggart, but black, because black Scots are totally a thing... Front and center looks like Iron Man but could easily be Orphan Maker. Back row could be almost anyone, it's that lacking in detail to make things clear.
All in all, this comic is fucking stupid.
Funny how the humans and mutants built that version of NYC together, yet no humans seem to be shown. And how all of the locked up bad guys seem to be white.
After consuming something that was ridiculous even after you filtered and described it in your post, do you have any good comic suggestions as a palette cleanser?
Fire Power by Robert Kirkman is very good, although it hasn't had an update in months at this point.
Kirkman's works in general are worth the read and the expanded Invincible works are very good without all the stupidity the Amazon series changes.
#1-80 of TWD was some of the best comics I’ve read - though that’s not saying much

Wolverine hasn't properly been shown in this apart from a brief side panel in this issue which shows all of a clawed hand alongside Blacolossus and Blaclops running like they are in Naruto.

Let's take a whole bunch of people who belong to an ethnicity and culture whose chief characteristic in the west is its hatred of anyone different from them in terms of skin color, shirt color, what street they live on, and what shoes they're currently wearing, and give them superpowers.

The X-Men/Planet of the Apes crossover we have all been waiting for.
Its funny because X-Men has always been incredibly diverse. This comic just undoes all of that. Modern Marvel is ass butt nowadays anyway. Look at that Hellfire Gala bullshit. Sad!
