I was looking through some old games on steam and I came across one called Afterlife I think and as the title indicates you are in charge of the afterlife. I’m wondering if there are any other games in a similar vein? I guess like age of empires/civilization in the afterlife. Or maybe sim city in the afterlife would be a better description

Master of Magic just got an overhaul. You can choose a kind of "dark" plane to start on.
I also found games like Hexen and Dungeon Hack on Steam, though they're not upgraded.
What you might be looking for, though, is Populus.
I don't really understand the question. Afterlife, as in, after you die? What kind of Sim City after you die is possible?

I've played it. There really isn't an equivalent.

I really can't think of other games like that. There are other games that share some elements. I assume you're familiar with Dungeon Keeper, which lets you manage something kind of like hades.
I really miss the old Lazy Game Reviews that, you know, Lazily Reviewed Games. Instead he seems to be fully dedicated to reviewing hardware that you will never be able to buy without paying the crazy prices that having Lazy Youtube Income enables.

I can't think of anything really. That's a pretty specific desire. Black and White, maybe, if "combat city builder plus magic" is close enough. And if so, Populous: The Beginning has been a long time favorite of mine.
Dungeon Keeper, as others have mentioned, is awesome. I'd say it's so close to the idea of "building a city in hell" that it just about qualifies.
If you're looking for a more strict city building experience, Caesar 3 and Pharaoh both have strong elements of appeasing the gods in exchange for god powers (or being smote, if you do a bad enough job). They're both functionally the same game, so I'd just pick whichever setting sounds better. Pharaoh is also getting a remake or sequel or something soon, so you could look into that as well. It's called Pharaoh: A New Era.
That seems like a very specific game. Honestly I do not remember any old games like that and I used to play almost anything.
That's such a gimmick that it's probably only been done once.
