Do the downvotes actually do anything, aside from making comments show lower on the page?
They're basically a poll on how many people agree or disagree with a statement. A gauge of the mentality of the mob that read the comment. And from my observations, just like on reddit, if a comment is initially upvoted or downvoted, people are generally inclined to vote the same way, which is a tendency I find interesting.

If I understand correctly, it means that blocking someone or muting them will demote their content in a similar way to downvoting on reddit or win, so that fewer people will see it even if they don't have that person blocked or muted.
A system like this would be alright if the ranking worked closer to block chaining: in other words it should only demote the content to people who follow the person doing mute/block. Then you could distribute that rank adjustment out to 2nd and 3rd removed peers, though with diminishing effects with each hop. You need a person-to-person reputation system. Not global.
And obviously if I follow someone, their content should always be at the top for me.

What is with that BTW? I've had this issue a lot recently, I use an extension that automatically moves twitter domains to nitter if I ever do have to check and it just keeps being bad recently with no show tweets.
In my experience it's just the .net instance. It's been having various issues for a while, likely because it's the most used one. Just pick another one here: https://github.com/xnaas/nitter-instances - I've been happy with .cz and .hu recently.
